El Vado in discussion: Keys to understanding the use and enjoyment of public space in the heart of Cuenca.

Last Tuesday, 17th September, the World Heritage City research group (CPM) and PREIT-TOUR organised a participatory workshop in the El Vado neighbourhood as part of the project “Heritage, Leisure and Tourism: Analysis of Consensus and Disputes over the Use and Enjoyment of Public Space in the Historic Centre of Cuenca.” This event brought together various local stakeholders interested in democratising the use of public space, with the aim of reaching a consensus on the proper management of this historic area and ensuring harmonious community coexistence.


The workshop, aimed at residents, merchants, community leaders, and public sector representatives, allowed attendees to express their perceptions and concerns regarding the use of public space in El Vado. Among the topics discussed were the right of all citizens to use and enjoy these spaces, the conflicts arising from tourism and heritage, and the challenges residents face in preserving the cultural identity of the neighbourhood.


One of the key points of the workshop was the discussion about the management of new municipal ordinances, which, while seeking to promote tourism, have also raised concerns about their potential impact on the daily lives of residents. Participants debated the need for a balance that allows for both the conservation of heritage and the promotion of cultural and commercial activities that are an integral part of the neighbourhood’s identity.


Additionally, challenges related to the relationship between local actors and the public sector were discussed. Attendees expressed their desire for a more effective communication channel with municipal authorities to jointly manage the neighbourhood’s development and address issues such as gentrification and the loss of public spaces for residents. The event concluded with a series of proposals aimed at improving the management of public space in El Vado, including the creation of permanent working groups between residents and authorities, and the implementation of activities that foster community participation and respect for heritage.


This participatory workshop exemplifies the importance of involving the community in the planning and management of public space, recognising the diverse voices and perspectives that coexist in an area as rich in history and culture as El Vado. The collaboration between CPM, PREIT-TOUR, and the local community promises to be a significant step towards building a more inclusive and sustainable neighbourhood, where heritage and tourism development are harmoniously integrated with the daily lives of its inhabitants.
